Privacy notice for family hub registrations and early help housing support fund (HSF) applications


This privacy notice explains the personal data that we collect and use as part of Devon’s family hubs that bring together services and provide support for children pre-birth to 19 and up to 25 with special educational needs and their parents or carers. Action for Children is commissioned to develop family hubs on behalf of Devon County Council.

Devon County Council is the ‘data controller’ for any personal data that you provide when registering with a family hub. As such, we will ensure that this data is processed in line with our organisation’s data protection policies and in line with your rights under the UK General Data Protection Regulations (UK GDPR).

The Lawful basis for processing your information

We collect and use registration information and HSF application information so that we can perform our public task by developing family hubs, and provide funding to eligible households in need as per our statutory obligations set out by the Department for Education. 

What personal data do we collect?

We collect information that is provided by you when you register or provide your detail with a family hub, this includes:

  • personal information – for example, name, address, date of birth, contact information (email address) 
  • household characteristics – for example, ethnicity, household composition, disability, illness, employment status, and for financial assistance
  • service use – for example, information about the different services that you attend or wish to access

For HSF applications we will also ask for details of household’s essential expenditure and for your bank details.

Who will we share your personal data with?

Your information may be passed to other professionals working with us or on our behalf, to provide services to you and your family and to judge the effectiveness of services.

This may include, for example:

  • Action for Children who are developing the family hubs and assisting with the approval of HSF applications, in partnership with Devon County Council
  • the Early Help Service and Targeted Families Service within Devon County Council who may help to coordinate any services that you require
  • health visitors and midwifery services
  • education services (for example, portage or special educational needs)
  • social services
  • Job Centre Plus and Learn Devon

For HSF applications we will share information with Action for Children who are assisting Devon County Council with the approval of applications. 

If you require a specific service from one of the other above partners, your consent and agreement to contact the above organisations and share your information would be requested.

We are legally obliged to share information with other agencies if there are safeguarding concerns about you or your child and in such circumstances, we would not be required to seek your consent.

How will we store your information?

We take data protection very seriously. Only authorised staff will be able to access your information which is stored in a database which uses ‘https’ technology. Regular audits are carried out to ensure data access is secure and safe.

How long will we hold your personal data?

Devon County Council will retain your personal data for only as long as is necessary, and in line with our organisations data retention schedules.

Exercising your rights

Under the Data Protection Act 2018 and the UK GDPR, you have the following rights:

  • The right of access to your own personal data.
  • The right to request rectification or deletion of your personal data.
  • The right to object to the processing of your personal data.
  • The right to request a copy of the information you provide us in machine-readable format.
  • The right to withdraw your consent to any processing that is solely reliant upon your consent.

Alternatively, if you are not happy with the way that DCC is handling your personal data, you are entitled to appeal to the Information Commissioners Office (ICO). The Information Commissioners Office enforces and oversees the Data Protection Regulations.
