Privacy notice for recycling centres


Devon County Council (DCC) is collecting and or processing your personal data as a Data Controller under Data Protection Legislation and our ICO registration number is Z6475582.

This privacy notice concerns the processing of personal data that takes place by the Devon County Council Waste Management Service for the purposes of managing household waste recycling centres in Devon.

Please note that Suez operate 18 household waste recycling centres under contract to Devon County Council. Any personal data that is processed by Suez when you visit a household waste recycling centre (operated by Suez) in Devon will be processed by Suez in their capacity as a separate controller to DCC. Any personal data processing that takes place by Suez will be in accordance with the Suez privacy notice.

We will notify you of any changes to this privacy notice

This privacy notice was last updated on 13 April 2026. If we use your personal data for any new purposes, updates will be made to the policy information and changes communicated, where necessary in accordance with current data protection legislation. What information are we processing?

We may collect, store or otherwise process information about you which may include:

  • your name
  • your contact information
  • information you provide about your experiences at a household waste recycling centre
  • CCTV and bodycam footage

Purpose of collecting or processing your personal data

We are collecting your personal data for the following purposes:

  • Handling of compliments, queries, representations and complaints.
  • Waste Acceptance Policy, policies enforcement or processes.
  • For the prevention of crime, anti-social behaviour and the resolution of disputes.
  • For the enforcement of DCC policies or operational procedures related to household waste recycling centres. 
  • Trade waste disposal enforcement or processes

We rely upon the following laws to process your personal data:

  • The Environmental Protection Act 1990.
  • The Controlled Waste Regulations.
  • The Waste Framework Directive.
  • Waste Management Licensing and Environmental Permitting.
  • The Waste Electrical and Electronic Equipment (WEEE) Regulations.

The legal basis for us collecting your personal data

Where we are collecting personal data about you for the provision of one of the purposes outlined in this privacy notice, we rely upon the following articles of the UK General Data Protection Regulation as lawful authority to enable us to do so.

  • Article 6(1)(e) – processing for the purposes of delivering a public task carried out in the public interest

Personal data that is collected for any of the purposes outlined in this notice is never used for direct marketing purposes and is not sold on to any other third parties.

Recipients or categories of recipients that we may share your personal data with

To deliver services to you or to respond to concerns you may choose to raise with us it may be necessary for us to share your personal data with the following organisations or partners:

  • Contracted providers  where this is necessary to respond to concerns you raise.
  • District and unitary councils, if this is relevant to your enquiry or concern.
  • The Environment Agency, if this is relevant to their environment enforcement duties.
  • Members of Parliament if your enquiry or concern has been escalated to them.
  • Other government departments and agencies but only where this is relevant.
  • Other organisations.

Where possible, Devon County Council will minimise the personal data that we share to ensure compliance with our Data Minimisation obligations.

International transfers

Devon County Council does not intend to transfer your personal data to countries that are outside of the scope of UK Data Protection Laws.

How long will we hold your personal data?

We will retain your personal data for six years from the date that we have last responded to you.

Your data protection rights

Under Data Protection Legislation, you have the right to obtain a copy of their personal records held by us, this is called a Subject Access Request (SAR).
