You need permission from Devon County Council if you want to place furniture or other objects on the public highway, that cannot be easily removed at the end of each day. This may include picnic tables, planters or similar items.
You may also need to apply to us if your proposal cannot be approved through the pavement licence scheme managed by district councils.
If you would like to place items such as gazebos, stands or stalls on the highway for less than 5 days, please apply for a temporary furniture licence.
Cost
Upon receipt of your application, we will send you a payment link. We cannot process your application until payment has been received:
- New application: £476.00
- Renewal: £200.00
- Site visit (if required): £103.95
Refunds may be issued in line with our refund guidance.
Permission period
Permission is granted for up to 2 years.
Timescales
Applications should be submitted with at least 3 months’ notice.
Consent
Before applying, you must obtain consent from any nearby property owners or occupiers who may be affected.
Consultation
Applications are subject to a formal 28-days consultation period.
Who can apply
Businesses, community groups, charities, and other organisations may apply. Applicants are required to hold public liability insurance for a minimum indemnity of £5 million.
