Returning applicants: Apply to place a banner (over the highway) or put up decorations
Political parties, candidates and agents are advised not to put election posters, or more significant structures, up on the highway network. The highway network includes roads, bridges, land adjacent to roads, pavements, signs, and lampposts. Any posters or structures seen on highway land will be removed. Posters on the highway distract attention away from road signs that are there for safety and other important reasons. In addition, they can remain for weeks or months after elections and become an eyesore. If road maintenance teams are spending time removing political posters, then they will have less time to undertake their vital work in maintaining the county’s roads. If there are persistent problems the Council will consider ways of recovering the costs including billing the responsible election agent.
Application details
To celebrate or advertise an event, your community may wish to put up banners or decorations over the highway (roads, pavements or verges). For example, you might wish to put up:
- banners
- seasonal decorations and lights
- bunting
- hanging baskets
You must notify us of your intention to do so. We will review your request and contact you to either approve or reject it.
We will support communities in their desire to improve local areas but any banners or decorations must be placed in a location that does not obstruct the travelling public. We are unable to suggest suitable locations.
Cost
There is no cost involved in the basic application but if a site inspection is required there will be a charge of £89.
Any items considered to be unsafe, a nuisance, inappropriate, advertising commercial services, or in breach of our terms and conditions may be removed without notice. If removed they will need to be collected within 14 days and will be subject to a £48 fee plus £49 for each additional sign.
Timescales
A minimum of 20 days’ notice is required. Please do not start the work until you have received written confirmation of approval.
Items should be erected no sooner than two weeks before an event.

The majority of our applications come from groups such as parish or town councils, event committees, businesses or charities but individuals can also apply.
