Further to three residents parking zones being introduced in Exmouth in 2023, residents and Councillors have requested that further restrictions in other central areas in Exmouth are proposed to allow residents to buy permits.
A consultation ran between 23 October – 13 November 2024 to ask whether the introduction of two new residents parking zones in Exmouth would be supported in the Withycombe Road area (ref. 6150) and the Carter Avenue area (ref. 6183).
Why are we doing this?
A residents’ parking scheme aims to ensure that residents have priority to park within their own area and at the same time, take the needs of local businesses into consideration.
The intention of the scheme is to ensure that residents have priority parking within the area where they live. At the same time, the scheme aims to ensure that local businesses and other employment hubs are not unfairly disadvantaged.

What Happens Next?
Comments from this consultation were summarised and reported to the East Devon Highways and Traffic Orders Committee on 10th December 2024 where it was resolved that;
a. the proposals for residents’ parking in the Withycombe Road and Carter Avenue areas are not progressed and that they are not reconsidered at least until 2029; and that
b. a review of parking availability on Exeter Road and congestion on roads to the east of Exeter Road (namely Madeira Villas, Lawn Road, Danby Terrace and Belvedere Road) is undertaken with local County Councillors and considered along with other priorities and programme.
