Exeter City Council has built a new bus station and leisure centre in Exeter city centre. To facilitate this there are a number of changes proposed that will affect traffic driving and parking in the city centre.

Initial proposals were considered and approved at the Exeter Highways and Traffic Orders Committee on Monday 14 November 2016. Due to the changing status of the development, the proposals have changed since the meeting and the final scheme was advertised from 5 April 2018 until 26 April 2018. The comments were presented to the Exeter Highways and Traffic Orders Committee on the 18 May 2018 where a decision was made to implement the proposals as advertised except for some lengths of no loading at any time in Verney Street.
Some of the restrictions were implemented on 17 June 2018 with the restrictions in Bampfylde Street and Bude Street going live on 23 July 2018.

The bus station development will eventually require the closure of Bampfylde Street, south-west of its junction with Cheeke Street. In order to allow buses to access the bus station, it is proposed that traffic wishing to access the bus station and Bude Street area may do so via Paris Street.
These proposals were considered by the Exeter Highways and Traffic Orders Committee on the 18 May 2018 where it was agreed to advertise the proposals.
The consultation ran from Thursday 26 July until Thursday 16 August 2018. The comments submitted were considered by the local county councillor and chair of the Exeter Highways and Traffic Orders Committee who agreed to implement the interim proposals as advertised.
The restrictions in the Southernhay area were implemented on 22 January 2019 with the restrictions in Bampfylde Street and Bude Street going live on 15 April 2019.

Following a review of the scheme it was proposed to make a minor amendment to the loading bay to relocate the crossing point on Bude Street, behind the Paris Street properties.

It is proposed to make a number of changes to traffic movements and waiting restrictions in the vicinity of the new Bus Station and Leisure Centre once they are operational. The proposals were considered by the Exeter Highways and Traffic Orders Committee on 11 November 2019 and the local County Councillors and resolved to proceed to the statutory consultation.
The consultation on these proposals ran from 2 July until 6 August 2020. Details of the proposed changes are detailed in the documents below. Comments received were considered by the Exeter Highways and Traffic Orders Committee on 11 September 2020 who resolved to implement the restrictions as advertised.
The loading bays in Bampfylde Street, Belgrave Road and Paris Street were implemented on 11 November 2020 and the remaining restrictions were implemented prior to the bus station opening in July 2021.

With the opening of the new bus station, a number of additional changes to the restrictions in the area have been identified. The proposals were advertised between the 19th August and 10th September. With the recent changes to bus services in Exeter work has been carried out to review bus stop capacity in the city centre. It has already been agreed to introduce two Bus Stands on Sidwell Street between Cheeke Street and Summerland Street, however after the review, it had been identified that a third Bus Stand was needed in Sidwell Street.
This third bus stand would remove all parking in this section of Sidwell Street but it is recognised that this is the only location suitable for it to have the maximum benefits for passengers. There is alternative on-street parking available further along Sidwell Street and nearby roads. It is also recognised that the loss of the pay & display may also impact loading to the adjacent businesses, and it is therefore proposed the Bus Stand would only apply 8am to 6pm which would allow it to be used overnight to benefit the food deliveries. In mitigation it is also proposed to amend the restrictions on the north side to introduce an on-street loading bay.

Following the consultation, further discussions were held and identified that buses could manage without a third bus stand and therefore the decision has been made not to proceed with this proposal. This means that the pay & display will remain and we will convert back to echelon spaces when footway works are carried out on this section of Sidwell Street.
