Devon 20mph Schemes

In 2021, Devon County Council asked local communities to submit request for 20mph schemes in their area. These requests were prioritised to ensure that the communities that would most benefit from lower vehicle speeds were prioritised and helped first.

Tranche 1

On Wednesday 13 July 2022 DCC’s Cabinet Committee agreed to progress with 4 schemes in Ashburton, Atherington, Tiverton and Winkleigh. Information for these proposals can be found below.

Tranche 2

In May 2023, the Council announced seven more communities had been chosen for 20mph schemes. Black Torrington, Bridgerule and Dolton in Torridge, Cockwood and Dawlish in Teignbridge, Ottery St Mary in East Devon and Uffculme in Mid Devon. Information on the proposals for these areas can be found below.

Tranche 3

In January 2024 members and communities were again invited to express their interest in new 20mph limits for their communities.

A further £150,000 had been secured in our Road Safety Capital Allocation for the 24/25 tranche (Item 210, https://democracy.devon.gov.uk/ieListDocuments.aspx?CId=133&MId=4460&Ver=4).

Expressions of interest submitted were scored and prioritised along with those that had been received in previous tranches, in total 169 submissions were assessed in this process. It was is anticipated that up to 6 further communities (depending upon the size of the schemes) could benefit from new 20mph limits in this Tranche.

However, scoring has presented a dilemma, the top 5 submissions attracted scores of 13 and 12;

Central Ward, Barnstaple13
Buckfastleigh12
Cheriton Bishop12
Totnes12
Cullompton12

The 6th position was occupied by 12 submissions all attracting a score of 11; Dartmouth, Halwill, Kilmington, Kingsbridge, Kingswear, Lamerton, Langtree, Lynton and Lynmouth, Milton Abbot, Lydford (School Road), Sydenham Damerel and Thurlestone.

Therefore, it is proposed that these 12 submissions are progressed through 25/26 and 26/27 (dependent on funding). Opportunities for communities to self-fund would of course remain.
