Budget Preparation 9: HCSS Budgeting (FPS) Updates Available – Please Read
Posted on 21 February 2018 by education.finance
HCSS have released 4 updates overnight – we’ve listed the effects of accepting/declining the updates below. As always, accepting updates will affect all scenarios which are not locked.
Schools Block Final Data
This will update the Age Weight Pupil Units (AWPU) figures – held on the Pupil Numbers page. (AWPU * Pupil Numbers = Basic Entitlement). If you decide to decline this update, you will have to update your AWPU rate manually. Should you wish to update this manually, you can find the correct AWPU figure on the School Budget Share Calculator on the Schools Block tab in Column L
Additionally, this update will amend all the Funding Factor Rates held on the Budget Share page (figures you will see on the School Budget Share Calculator). If you accept the update, it will overwrite any figures you may have already input on the Budget Share page and also update the funding factors.
If you have previously entered your Budget Share figures as a Lump Sum – and wish to continue doing it this way, then you will need to decline the update. You will then have to enter the updated funding factors manually by clicking Show Factors at the end of each budget line, and update the funding rate to that of the current rate shown on the School Budget Share Calculator; also replacing any percentage already shown within that page with a zero.
For single budget federations, a total figure for each funding line will need to be calculated – encompassing all the individual schools budgets and entered as a lump sum within the Show Factors facility.
This will update your pupil numbers to the October ’17 census. However, they will not be broken down by Year Group – and will also remove any future year forecasts. If you have already worked on pupil numbers and they are already correct (as per those shown on the School Budget Share Calculator) then please ignore this update.
NJC Pay Scale
This will update your NJC pay scale from point 6 to point 50 by 1% only.
Teachers Main Scale
This update if applied will increase all MPS teachers (scales 1 to 6) by 2%. If however your school has decided to apply a different increase to MPS teachers you will need to ignore this update and manually update the MPS teachers pay scales.
