Permits for Care, Health & Social Workers

A care and health worker parking permit is available to assist key care workers deliver essential care, enabling and support services or health care services to residents who need long or short-term care to continue living in their own homes and need specialist help from others to do so.

Users are NHS staff, Social Workers, Care Workers employed by Private care companies, Personal assistants, Chiropodists, Opticians who go to the patients home address to provide their services and support.

The permit is intended to maximise time with the client/patient rather than looking for a short-term parking space.

Who It’s For

The permit is intended for workers who:

  • Visit multiple clients or patients each day whilst delivering care packages or treatments
  • Provide care, support or healthcare services
  • Medical staff providing treatments in patient homes
  • Need to park for short visits (up to 3 hours)

How the Permit Works

The permit has two parts:

  • A digital permit (valid for 1 year)
  • A time clock (must be displayed showing your arrival time)

You can only use the permit:

  • Near the patient or client’s home address
  • For the duration of your visit (up to 3 hours)

Where and When it Cannot Be Used

This permit is not valid in:

  • Torquay
  • Paignton
  • Brixham
  • Plymouth

These areas operate their own parking schemes, and Devon permits are not accepted there.

This permit is also not valid in:

  • Council car parks
  • Private car parks
  • Neighbouring Counties

This permit is cannot be used for:

  • Taking clients/patients out .e.g shopping
  • Attending work bases for any reason
  • Undertaking tasks for a client
  • Personal use

The permit allows you to park near the patient or client’s home address only, whilst providing a care package, treatment or approved support services to the resident.

Who Should Apply

If You Work directly for an Organisation, Trust (NHS)or Company

  • Your employer or manager must apply for the permit on your behalf
  • Please ask them to review this page and submit the application if appropriate

For Managers or Company Owners

To get started:

  1. Complete the online registration form
  2. Set up an account for your service, company or team

Setting Up Your Account

When registering:

  • Provide your full service or team name
  • Do not just use general names (e.g. “NHS” or “Devon County Council”)
  • Accurate details help us identify accounts, manage and respond to enquiries

ℹ️ Organisations can have multiple accounts under the same postcode.

After Approval

Once your account is set up and you’ve received time clocks:

  • You can create and issue permits to your team
  • A nominated person will need to:
    • Manage staff records
    • Issue and update permits
    • Renew permits when needed
    • Ensure permits are used correctly and responsibly

Once notified of your account being set up and in receipt of time clocks you can then register and issue care and health worker e-permits to your team. You or your nominated staff member will be responsible for managing your team’s register, issuing, updating, and renewing your team’s permits and ensuring that your staff use their permits responsibly and honestly.

Key Responsibility

Managers and account holders are responsible for making sure their team:

  • Uses permits honestly
  • Follows all parking rules and guidance issued by Council
  • Keeping their registers updated and holding accurate data
  • Renewing permits for their team
  • Ongoing Continuity of the account

Need Advice or Needing Additional Permits/Clocks?

If you are an account manager or account member, you can request more time clocks if:

  • Your team has used all available clocks
  • Clocks have been lost or damaged
  • Leavers did not return clocks
  • Team size has increased and more users needed

Applying as a Self-Employed Care Provider (PA or Micro-Providers)

If you are:

  • A self‑employed Personal Assistant (PA) or Micro‑Provider
  • A sole practitioner making home visits to patients

You can apply for your own permit by completing this application form .

Registration Requirement

From January 2024, you must be registered on :Devon | Small Good Stuff.

✅ We check this website as part of the application process
❗ Applications are unlikely to be approved if you are not registered

ℹ️ The previous Pinpoint website and PA network closed at the end of 2023

Evidence You Must Provide

You need to submit two supporting documents with your application:

1. Proof of Your Work

This should show what you do. Examples include:

  • Qualification certificates
  • Professional membership
  • Business letterhead
  • Client invoices
  • Contracts or letters of engagement
  • Public liability insurance

2. Proof of Your Vehicle

  • A copy of your vehicle insurance certificate
  • Must show the registration number you are applying for

After Approval

  • You will receive a time clock
  • This must be used alongside your digital permit

Renewing an existing permit

You’ll receive a reminder 30 days before your permit expires by:

  • Email, or
  • Text message

If Your Details Haven’t Changed

You can renew quickly online without providing new documents.

To renew:

  1. Log in to MiPermit Home Page
  2. Click the red icon next to “Manage Digital Permits”
  3. Select your active permit
  4. Click “Renew Permit”
  5. Follow the on-screen steps

A new clock is not automatically issued when you renew

If Your Details Have Changed

Before renewing, you will need to login to your MiPermit account:

  • Update your personal details, or
  • Change your vehicle registration

Do this via “Manage Digital Permits” before starting the renewal.
