Overview
This report evidence Devon schools’, further education colleges and settings’ compliance with statutory guidance under s.157/175 and the work of the Devon Education Services Safeguarding Team.
The purpose of the s.157/175 audit is to enable the Local Authority and the Devon Safeguarding Children Partnership (DSCP) to assure themselves that all education providers across Devon are discharging their statutory responsibilities as a minimum. The audit also contains questions around good practice and specific safeguarding topics where the Local Authority and/or DSCP are interested in gauging the level of knowledge and confidence for schools which will inform future training and support.
Executive summary
The key findings from this report as a result of the S175/157 audits, is that Devon schools across the board are familiar with and working within KCSiE guidance and other key legislation. 100% of Devon schools completed the audits and the feedback was Designated Safeguarding Leads found the audit helpful and useful as an auditing tool for their setting.
As expected, we have highlighted several different key areas that we want to develop further and will work alongside all of our schools across Devon to ensure they become areas to celebrate in next year’s audit and report. The main areas for development are;
- Ensuring all settings can consistently evidence all their staff drip feed training throughout the academic year.
- Ensure all settings have a clear understanding of the Devon Adolescent Safety Framework and the importance of the School Context element when identifying vulnerabilities to the school site and/or child on child abuse.
- Ensure all settings consider Online Safety checks for shortlisted candidates.
- Ensure all settings reference their Child Protection policy within job adverts.
This year’s S175 audit was tricky to gather following the transfer from Babcock to Devon County Council, due to IT issues. A number of settings did not receive the original email in October 2022 and the team was still chasing outstanding audits in the summer of 2023. This problem was escalated by a significant number of changes to schools ’ DSLs (so they didn’t know they had missed the email).
Due to this technical problem, there has been a delay in writing this report which was written in August 2023 rather than May 2023.
The S175 audit for 2022/2023 will revert back to:
- October 2023 – S175 Audit sent to schools.

- May 2024 – Report published.

Devon overview
Most schools across Devon are now academies. This has continued to increase over the last few years.
Most settings across Devon are part of a Multi Academy Trust (MAT) or Federation. We have seen a 2% increase in schools joining MATs or Federations in the last year which is the same increase as the previous year.

Review of Actions from 2020/2021
- Ensure schools are providing all staff with clear information on Child Missing in Education (CME) during induction. We have seen a 2% increase in schools who are providing information to their staff. There has been a big (national and local) push on attendance over the last 12 months, and moving forward to this should help to continue to increase number of staff who understand the term CME and their role.
- Ensure that all staff consistently receive safeguarding updates throughout the year which cover all safeguarding topics identified in KCSiE. We have seen an increase in schools providing regular drip feed training to all staff throughout the academic year. Some schools need to improve on their record keeping in relation to their ‘drip feed’ style training to ensure they can consistently evidence date of training for all the safeguarding topics named in KCSiE.

Ensure DSL’s are using the case resolution protocol to escalate concerns when appropriate. We have seen a significant decrease in the number of schools who have reported using the DSCP case resolution protocol. This will be a priority for the DES Safeguarding team next year.

Review of action 2020/2021
- Ensure schools are actively involved in Adolescent Safety Framework meetings. We have seen a drop in the number of schools reporting attending ASF meetings, despite an increase in meetings being held over the last 12 months. We believe the reported data has dropped due to schools having a better understanding of the individual meetings and historical data being false data (schools have misunderstood the question). We will continue to support education settings with their understanding of the ASF, however due to the change to CSC front door this may impact on the ASF moving forward.
- Ensure schools are undertaking School Context assessments and hosting School Context Conferences using the ASF (when appropriate). We have seen a decrease across the LA of schools undertaking School Context Audits and holding School Context Conferences.
- Ensure schools provide information to other agencies when requested – MACE / MARAC etc. This is an area that as a team we have noticed a decrease in schools providing information. There has been a change in the way some of the meetings are being held and due to staff changes there is often a short turnaround between information being requested and the meeting being held – often 24/48 hours. Therefore, very often schools are not seeing the emails in time to respond prior to the meetings. As a team, we would like to have a push on the purpose of the meetings to ensure the school has a sound understanding of the value of the meetings and use the school’s generic safeguarding email address to help ensure it is picked up in a timely manner.

- Continue to develop schools ‘Safeguarding Team’ email address to ensure information from schools can be gathered in a timely manner.
- Ensure all schools have a sound understanding of the MACE and MARAC meetings and their role in information sharing.

Conclusion
From data gathered during the Safeguarding audit it is clear that most areas have continued to increase the percentage of compliant schools, however we have noticed a slight dip in the number of schools who report their DSL is a member of SLT and staff training around Early Help. We have also noticed a slight increase in compliance regarding Safer Recruitment, including schools seeing original DBS certificates and not taking a copy, and risk assessments for gaps on the SCR for long-standing staff.
The feedback from DSLs continues to be positive and most settings see the value in completing the S175 audit and use it as a self-audit and to build their annual Safeguarding action plan.
It continues to be clear from feedback from schools that they value the support for the Devon Education Services Safeguarding team, including OMG’s Podcasts, Facebook page, newsletters, and mentoring/coaching.
It is evident from the audit that schools are confident and knowledgeable in their statutory requirements when it comes to safeguarding children in their setting.
