Funding 75: Teachers Pay and Pensions Grant (TPPG) for Early Years


Further to the DfE funding consultation in 2022 the TPPG for Early Years has been moved into the funding base rate from April 2023.

The budget of approximately £550K equates to an additional 7p per hour on all 3- & 4-year-old funded hours.

The LA can decide how this funding should be allocated with consideration to the purposes for which it was intended.

For fairness to all sectors within Early Years, if we were to continue to allocate funding for teachers, we may need to look at a quality supplement to fund our Private, Voluntary and Independent (PVI) sectors who also have qualified teachers or equivalent in settings.  From the 2022 CENSUS, providers declared that there were 134 QTS, 106 EYP’s and 60 EYT’s working in the PVI sectors (including governor run provision).

There would be no additional funding to introduce a quality supplement for the PVI sector so we would propose that it would come from the TPPG allocation or from within the funding base rate.

The TPPG element for schools has been added to the AWPU base rate in the national funding formula since April 2021.

Therefore, we propose to move the TPPG for Early Years into the 3- & 4- year-old base rate.

To allow for some protection to schools we would phase out the TPPG funding as follows:

  • From April 2023 fund the Summer Term the same level as Summer 2022.
  • From September 2023, fund the Autumn and Spring Term at 71% of the September 2022 funding levels.  This allows for a 2p increase on the 3- & 4- year-old funding rate for all sectors.
  • From April 2024, remove the TPPG and increase a further 4p into the hourly base rate.
