To help achieve our shared vision for inclusive learning across Devon, we’re asking all schools, colleges and educational settings to show that they ‘believe in belonging’.
Every child deserves an equal opportunity to thrive in an inclusive learning environment. If you feel the same, join us and help make it happen!
Why join us?
By pledging your support, you’ll help us create a brighter, more inclusive future for our children and your school, college or educational setting will gain access to:
- A localised service focused on inclusive learning. We’re introducing a place-based locality service, dedicated to building inclusive learning communities based on best practices.
- Best practice sharing across the county. Our new locality model will enable local educational settings to work together, to share data, resources and knowledge, and improve inclusive provision.
- Tailored training and expert advice. We’ll empower settings with innovative strategies, targeted training, and access to expert guidance – all tailored to meet the specific needs of your local educational environment.
- Support to co-develop an action plan that fits your school, college or educational setting’s needs. Our dedicated teams will offer on-the-ground support, assisting settings to develop plans that align with our shared vision of inclusivity.
What do we want to happen?
Our vision is to support schools, colleges and educational settings to be not just places of learning, but vibrant communities of support where every student feels valued and understood.
It’s not just us. Inclusion is a key priority for the Department for Education and is also set for increased focus in the revised Ofsted framework, and we’re making it the foundation of our work with schools, colleges and educational settings too.
How are we going to make it happen?
Our new Inclusion and Learning Strategy sets a bold vision to enhance the educational experiences of young people across our community. It’s designed to ensure that every child, regardless of their background or learning needs, can access high-quality education in schools, colleges and educational settings that celebrate diversity and promote inclusivity.
We recognise that embracing each child’s unique strengths and challenges is essential for fostering a positive learning environment. This strategy sets the stage for tangible improvements, by giving settings a set of core principles to embed or enhance in their inclusive practices.
- Inclusion as a foundation of community
- Ordinarily available inclusive provision
- Relational practices
- Collaboration for community growth
- Restorative practice for inclusive learning
By signing up you’ll be pledging your commitment to using these core principles as your driving force, and to participate with local partners to build an inclusive learning community. You’ll join an educational landscape where every young person has the opportunity to succeed.

Devon’s Inclusion and Learning Strategy FAQs
We’ve already been asked a few questions as we’ve started talking about the Inclusion and Learning Strategy, and fully expect that you may have more!
If you’d like to know more, please contact us? your locality team?
- Why do we need an inclusion and learning strategy?
Every day 5,000 children don’t go to school in Devon. We want all our children to have access to a learning environment that appropriately meets their needs, and we want to give schools, colleges and settings the tools to be able to do so. The inclusion and learning strategy recognises that while there is great work happening in Devon, we can do more – so we want to create a culture of knowledge sharing to raise practice standards across the county.W
- My setting is already doing this work, why should we sign up?
Great! If these practices are already embedded in your setting, it’s a logical choice to join us and be an example of good practice, whilst also learning from your colleagues in other settings. Together, you can set the tone for education in your local area and work collaboratively to find the right provision for the children and young people in your community. Our children, young people and families tell us that the lack of joined up thinking frustrates them.
- What will my setting get when I sign up?
You’ll receive a welcome email, which will give you the opportunity to shout about your involvement on social media and a contact for your locality lead. This person will help you to design a bespoke package that meets the needs of your school, college or setting, whether that be training, professional development, embedding the voice of young people, support with relational practice – wherever you need some additional support! They will also broker relationships with your local colleagues to build an inclusive community and create opportunities for peer-to peer learning.
Your school will also get a blue pin on our “Believe in Belonging” map – so you can share with your parents, students and wider community that you are committed to providing inclusive education.
- My setting is part of a multi-academy trust, should we sign up?
Yes! This invitation is open to all settings in Devon. We want to share knowledge and experience, so engagement from the multi-academy trusts is vital.
