2017 consultations

The information on this page relates to the informal consultation that was held between 23 March and 23 April 2017 in response to the requests from members of the public, to review the new restrictions that were implemented during the first quarter of 2017.

Background

In May, June and December 2015 and January 2016, several consultation events were held to gauge the views of residents on the introduction of Residents Parking Zones in the Regents Park (S2), Newtown (C), Elizabeth Avenue (S6), Rifford Road (S7), Bovemoors Lane (N) and Burnthouse Lane (S8), areas of Exeter.

The intention of the scheme was to ensure that residents have priority over parking within their area, while also ensuring other local needs are taken into account, for example, that local schools and businesses are not unduly disadvantaged.

The results of the consultations were reported to the Exeter Highways and Traffic Orders Committee (HATOC) at its meeting on 19 April 2016 where it was decided to formally consult on amended proposals.

The results of the formal consultation were reported to the HATOC at its meeting on 12 July 2016. The Committee resolved to introduce a number of new Residents’ Parking Zones and associated restrictions. The new restrictions were implemented during January/February 2017.

Responding to the concerns of residents experiencing difficulty in parking following the introduction of parking restrictions in nearby streets, Devon County Council has undertaken an additional consultation to decide whether to extend the restrictions further. The proposals are similar to those advertised in 2016 and have been drafted following discussion with local county councillors.

1) Regents Park Area Extension (Zone S2) – 10am to 4pm Monday to Friday (ENV 5548)

It is proposed that the residents parking scheme is extended and introduces parking restrictions in the roads listed below:

  • Anthony Road
  • East Terrace
  • First Avenue
  • Hamlin Lane
  • Hanover Close
  • Hanover Road
  • Ladysmith Lane
  • Ladysmith Road
  • Lower Avenue
  • Newcombe Street
  • Newcombe Street Gardens
  • Newcombe Terrace
  • Nethercott Place
  • Normandy Road
  • Pretoria Road
  • Regent Square
  • Roseland Avenue (northern section)
  • Roseland Crescent
  • Roseland Drive
  • Saxon Road
  • Second Avenue
  • South Lawn Terrace
  • Stuart Road
  • Third Avenue
  • West Terrace

It is also proposed to add the even numbered properties of Pinhoe Road (between Thurlow Road and Abbey Road) to allow them to park in the S2 area.

2) Bovemoors Lane Area Extension (Zone N) – 10am to 5pm Monday to Friday (ENV 5547)

It is proposed that the residents parking scheme is extended and introduces parking restrictions in the roads listed below:

  • Attwyll Avenue
  • Avondale Road
  • Brookleigh Avenue
  • Cranbrook Road
  • Glenmore Road
  • Mayfield Road
  • St Loyes Road
  • Victor Close
  • Victor Lane
  • Victor Street
  • Whipton Lane
  • Woodstock Road

It is also proposed to add some additional properties in East Wonford Hill and Fore Street to allow them to park in the N area.

Resolved: The proposals for Attwyll Avenue, Avondale Road, Brookleigh Avenue, Cranbrook Road, Glenmore Road, Mayfield Road, St Loyes Road, Victor Close, Victor Lane, Victor Street and Woodstock Road are implemented as advertised.

The proposed restrictions in Whipton Lane are not progressed.

3) Rifford Road Area Extension (Zone S7) – 10am to 5pm Monday to Friday (ENV 5545)
It is proposed that the residents parking scheme is extended and introduces parking restrictions in part of Woodwater Lane (between Rifford Road and Aller Vale Close)

It is also proposed to add the properties of Lisa Close to this zone to allow them to park in the S7 area.

Resolved: The proposals are implemented as advertised.

4) Burnthouse Lane Area (Zone S8) – 10am to 5pm Monday to Friday (ENV 5546)

It is proposed to introduce a new residents parking scheme to introduce parking restrictions in the roads listed below:

  • Briar Crescent
  • Brooke Avenue
  • Burns Avenue
  • Burnthouse Lane (between Chestnut Avenue and Topsham Road)
  • Chaucer Avenue
  • Chestnut Avenue
  • Cowper Avenue
  • Dickens Drive
  • Hamilton Avenue
  • Hawthorn Road
  • Hazel Road
  • Laburnum Road
  • Laurel Road
  • Lilac Road
  • Magnolia Avenue
  • Milton Road
  • Ronchetti Way
  • Scott Avenue
  • Shakespeare Road
  • Silver Birch Close

It is also proposed to add some properties on Topsham Road to this zone to allow them to park in the S8 area.

Resolved: The proposals are implemented as advertised.

What happens next?

The consultation period for these proposals has now ended.

We are now progressing with the plans and details required to commission the works for these proposed restrictions. We anticipate that the work will be completed during the first quarter of 2018.

We will be advertising a number of minor alterations that have been identified since the restrictions have been in place and during this last consultation. It is expected that these alterations will be advertised during August/September 2017.
