You need permission from Devon County Council if you want to temporarily place furniture or other objects on the public highway where they could obstruct pedestrians and other highway users.
This licence is typically used for promotional events and activities on the highway including gazebos, stands, stalls, information points and similar temporary structures that are removed at the end of each day.
If you are placing tables and chairs for customers to consume food and drink, you need to a pavement licence or a semi-permanent furniture licence.
The process relates to applications for consent to have objects on the highway to hold promotional events in pedestrianised areas.
You can apply for multiple items on one application if they are on the same section of the highway.
Consent
Before applying, you must obtain consent from any nearby property owners or occupiers who may be affected.
Cost
Upon receipt of your application, we will send you a payment link. We cannot process your application until payment has been received:
- New application: £164.50
- New application with less than 20 days’ notice: £247.00
- Site visit (if required): £103.95
- Amendments and extensions: £108.00

Permission period
Permission is granted for up to five days.
Timescales
Application should be submitted at least 20 working days before the proposed start date. Applications submitted with less notice are subject to an additional fee and cannot be guaranteed to be processed in time.
Who can apply
Businesses, community groups, charities, and other organisations may apply. Applicants will be required to hold public liability insurance for a minimum indemnity of £5 million.
