Highway Asset Management


  • Highway Asset Management Policy and Strategy
    Section 1 – Policy: The vision scope and context of Highway Asset Management.
    Section 2 – Strategy: The purpose of this Highway Asset Management Strategy is to outline how the Highways and Traffic Management Service will approach the task of managing our most valuable and important public infrastructure.
  • Highway Asset Management Plan
    The Highway Asset Management Plan sets out how Devon County Council manages the maintenance of its highways to fulfil its statutory obligations and comply with the objectives set out in “Well Maintained Highways”.
  • Public rights of way
    Our public rights of way site is where all of Devon County Council’s policies and position statements reside. The main driver of those policies is the Rights of Way Improvement Plan (ROWIP).
  • Resilient network
    A resilient network has been defined based on the Minimum Winter Network, which is defined in the Winter Service and Emergency Plan as:
    • ‘A’ roads,
    • The main access to 24-hour emergency premises, and
    • The main access to the primary market and coastal towns.
    This Network does not simply follow road classification or categorisation, but includes the routes crucial to economic and social life of the local and wider area, taking account of local factors. Maintenance and other measures are also prioritised on the Resilient Network to maintain economic activity and access to key services during disruptive events.
    The Resilient Network is periodically reviewed to ensure that it remains relevant and contains the most critical routes and highway assets.
