The Devon and Torbay Local Transport Plan 4 (LTP4) is the strategic document that sets out the priorities for transport across the county between 2025 and 2040.
The LTP4 was endorsed by Devon County Council in March 2025 and adopted by the Devon and Torbay Combined County Authority in July 2025. The adopted LTP4 document can be viewed here.
A public consultation took place between 1st October and 30th November 2024. Feedback has been analysed and a consultation report is available to view here.

Vision and Objectives
Our vision is that:
Transport will facilitate sustainable growth and support reaching net zero carbon by 2050 at the latest. Well-integrated, accessible and inclusive transport will improve travel choice and benefit the health and wellbeing of everyone.
Alongside this vision, six objectives that the LTP4 will help to achieve have been identified:
- Decarbonisation
- Easier travel
- Reliability and resilience
- Unlocking development
- Greater places for people
- The place to be naturally active
