Local Waiting Restriction Programme 2019/20


The County Council regularly receives requests for waiting restrictions to be introduced or amended. These can be difficult to deliver due to resource and funding pressures. This can then have a negative impact on the County Council’s relationship with local communities.

Recognising this difficulty, a managed process has been developed to deliver an Annual Local Waiting Restriction Programme for each Highways and Traffic Orders Committee (HATOC) area, for the funding and delivery of waiting restriction schemes.

In 2019, Cabinet has allocated an amount of £100,000 countywide from the On-Street Parking Account which equates to an amount of £12,500 to each of the eight HATOC areas.

East Devon

Proposals were advertised from 24 July until 16 August 2019 following consideration of the sites presented to the East Devon HATOC on 12 March 2019.

For those sites that did not receive  any comments, works orders are being raised for implementation as soon as resources allow.

The comments submitted during the consultation were presented to the East Devon HATOC on 22 November 2019 where a decision was made on how to proceed with those sites.

The first part of the traffic order was sealed on 22 January 2020 (Devon County Council (East Devon HATOC) (Traffic Regulation) Phase 1 Amendment Order 2020), the second part of the order was sealed on 5 August 2020 (Devon County Council (The Grove & Seafield Road, Sidmouth) (No Waiting At Any Time) Amendment Order 2020), and the third part of the order was sealed on 11 November 2020 (Devon County Council (East Devon HATOC) (Traffic Regulation) Phase 3 Amendment Order 2020)

Exeter

Proposals were advertised from 6 June to 27 June 2019 following consideration of the sites presented to the Exeter HATOC on 9 April 2019.

For those sites that did not receive any comments, works orders are being raised for implementation as soon as resources allow.

The comments submitted during the consultation were presented to the Exeter HATOC on 9 July 2019 where a decision was made on how to proceed on those sites.

The traffic order was sealed on the 3 February 2020 (Devon County Council (Exeter HATOC) (Traffic Regulation) Amendment Order 2020)

Mid Devon

Proposals were advertised from 4 June to 28 June 2019 following consideration of the sites presented to the Mid Devon HATOC on 18 February 2019.

Works orders are being raised for implementation as soon as resources allow as no objections have been received.

The traffic order was sealed on the 16 October 2019 (Devon County Council (Mid Devon HATOC) (Traffic Regulation) Amendment Part 3 Order 2019)

North Devon

Proposals were advertised from 4 July  June until 25 July following consideration of the sites presented to the North Devon HATOC on 15 March 2019.

For those sites that did not receive any comments, works orders are being raised for implementation as soon as resources allow. The comments submitted during the consultation were presented to the North Devon HATOC on 31 October 2019 where a decision was made on how to proceed on those sites.

The first part of the traffic order was sealed on the 11 November 2019 (Devon County Council (Various Roads, North Devon) (Waiting Restrictions) Amendment Order 2019) and the second traffic order was sealed on 10 March 2020 (Devon County Council (Various Roads, Braunton & South Molton) (Waiting Restrictions) Amendment Order 2020)

South Hams

Proposals were advertised from 27 September until 25 October 2019 following consideration of the sites presented to the South Hams HATOC on 5 April 2019.

For those sites that did not receive any comments, works orders are being raised for implementation as soon as resources allow. The comments submitted during the consultation were presented to the South Hams HATOC on 29 November 2019 where a decision was made on how to proceed on those sites.

The traffic order was sealed on the 2 March 2020 (Devon County Council (Traffic Regulation & On-Street Parking Places) (South Hams) Amendment Order 2020)

Teignbridge

Proposals were advertised from 20 June until 12 July 2019 following consideration of the sites presented to the Teignbridge HATOC on 28 February 2019.

For those sites that did not receive any comments, works orders are being raised for implementation as soon as resources allow.

The comments submitted during the consultation were presented to the Teignbridge HATOC on 14 November 2019 where a decision was made on how to proceed on those sites. Works orders will now be raised for the sites approved for implementation.

The first part of the traffic order was sealed on the 25 November 2019 (Devon County Council (Various Roads, Teignbridge) (Waiting Restrictions) Amendment Order 2019) and the second traffic order was sealed on 29 July 2020 (Devon County Council (Various Roads, Teignbridge) (Waiting Restrictions) Amendment (Part 2) Order 2020)

A modification to the proposals for School Hill, Dawlish is being considered. Details are available below and any comments should have been submitted before 20 December 2019.

Torridge

Proposals were advertised from 5 September until 26 September following consideration of the sites presented to the Torridge HATOC on 26 February 2019.

Works orders are being raised for implementation as soon as resources allow as no objections have been received.

The traffic order was sealed on the 3 February 2020 (Devon County Council (Various Roads, Torridge) (Waiting Restrictions) Amendment Order 2020)

West Devon

Proposals were advertised from 27 June until 18 July following consideration of the sites presented to the West Devon HATOC on 22 March 2019.

For those sites that did not receive any comments, works orders have been raised for implementation as soon as resources allow.

The comments submitted during the consultation were presented to the West Devon HATOC on 29 July 2019 where a decision was made on how to proceed on those sites.

The traffic order was sealed on the 14 October 2019 (Devon County Council (Various Roads, Bere Alston, Hatherleigh, North Tawton, Okehampton & Tavistock) (Waiting Restrictions) Amendment Order 2019)
