Parking permits are vehicle registration number specific and allocated to a property address. If either changes your permit will no longer be valid and put you at risk of a parking fine if not updated.
If you change your vehicle
If you have a digital permit issued from 12 December 2023, you can update your vehicle registration online using your MiPermit account and the MiPermit Devon Home Page.
How to Change Your Registration
- Log in to your account via the MiPermit Devon website (not the app)
- Click “Manage Digital Permits”
- Select your permit
- Click “Edit Registrations”
- Enter the new registration number
- Click “Save Details”
Please note, you must do this via the MiPermit website not via the MiPermit App.

- You can make one new registration change in a 24 hour period
- Changes are made in real time
- You must use the MiPermit website (not the app)
Temporary Vehicle Changes
If you’re using a courtesy car for a short loan period:
- Update your permit with the temporary registration
- You can switch back to your original vehicle later the same day
Costs and Charges
- First permit holders: No charge to update registration
- Second or additional permits:
- Permit cost may change at renewal
- Pricing is based on HMRC vehicle tax bands
- Motorcycle and business permits:
- Fixed price (no impact from registration changes)

⚠️ Requests sent outside office hours will be processed the next working day. You may still receive a parking fine until your permit is updated.
Please note we can only accept requests to change details on a permit from the permit account holder, or named permit holder.
Important Reminder
- Always keep your permit details up to date
- Incorrect details may result in a £70 penalty charge notice
Misuse Warning
Permit change activity is monitored. Accounts may be suspended or closed if misuse is identified.
Replacing a Paper Parking Permit
What You Need to Do
If you have a paper permit, please email parkingpermits@devon.gov.uk with a photo of the permit cut into four pieces.
This shows it can no longer be used. Tell us the new vehicle registration number you want to be on your permit.
✅ If proof is provided:
- A free replacement permit will be issued
- It will cover the remaining time on your current permit
If Proof Is Not Provided – permit lost
- Your existing permit will be cancelled
- You will need to pay for a new permit
- New permits are valid for 12 months from the purchase date.
Processing Your Request
- Emails are usually processed within 24 hours
- Requests sent outside office hours will be handled the next working day
- Allow up to 3 working days for a permit to be delivered to you before contacting us
While Waiting for Your Permit
You must:
- Clearly display a valid paper permit, or
- Have a valid digital permit
⚠️ If you don’t, you may receive a Penalty Charge Notice (PCN)
If needed, please:
- Use alternative parking, or
- Make use of any visitor permits you have available
Moving Home or Ending a Tenancy
When you move out or your tenancy ends, you are no longer allowed to use your permit for that address or parking zone. This also applies when you change address but stay in the same zone.
Digital Permits
What You Should Do
To avoid delays and free up permit spaces more quickly:
- Log in to your MiPermit account
- Cancel your existing permit
- You’ll receive a refund for any unused full months
- Close your account
- Apply for a new permit at your new address
Paper Permits
If you have a valid paper permit and move address you should email parkingpermits@devon.gov.uk with your moving date with an attached photo of your permit cut into four pieces,
or return your permit by post to Parking Services – Permits, Devon County Council, PO BOX 811, Exeter, EX1 9WA. Please note, we are unable to give pro-rata refunds for time left on a paper issued permit.
Taking these steps ensures:
- Quicker access to permits at your new property
- No disruption to your parking permissions
What Happens Next
- If we’re contacted by the new owner or tenant with proof:
- Any permits not in their name will be cancelled
- The previous permit holder will receive a pro-rata refund for any unused time
