Description of event

A NOE is an event which isn’t covered under Section 16a of the Road Traffic Regulation (Special Events) Act 1994 and therefore does not require any form of traffic management.

Devon County Council as the Local Traffic Authority has a duty to manage the network under Section 16 of the Traffic Management Act 2004.

Good practice sees all event organisers engaging with the appropriate District, Parish or City Council where the event can be discussed at the Safety Advisory Group meetings held monthly. Organisers can be invited if deemed appropriate. Please see the links below;

Declaration

I declare that I have obtained all necessary authorities to carry out the event and associated activities.

I understand that I am responsible for administering the event and associated activities and indemnify Devon County Council against all claims.

I declare that I hold PUBLIC Liability Insurance for a minimum of £5 million which is valid for the date of the event and which covers all activities related to the event at all locations on the highway.

I declare that I will undertake reasonable measures to notify all those likely to be directly affected by the event, including local businesses and emergency services, giving at least 7 days’ notice.

I agree to provide, maintain, and remove all signing, including advanced notice boards, required for the event.

I declare that anyone placing signs or cones on the highway in relation to this event is appropriately trained and accredited in accordance with Chapter 8 of the Traffic Signs Manual

I have carried out a full risk assessment.

I declare that there will be no directing traffic on the public highway.

I have carried out a coordination check on one.network for the relevant dates to ensure there is no conflict.

I understand that I am responsible for the safety and security of the site and agree to adhere to all responsibilities/ duties required by the Council.

I will provide any documentation referred to above, to Devon County Council if requested.

Devon County Council should have no objections to the event if all the above has been met, a detailed plan has been provided to us (including dates and time) and there is no adverse effect on any other highway users.
