The Government’s A Lifetime of Road Safety states “The need for road safety begins the moment a newborn leaves hospital and continues throughout their life into old age. In principle it covers every step walked, every bicycle or horse ride, or every mile travelled by vehicle”.

Not withstanding that people will make mistakes at times, having safe road users is still an important part of a safe road system.

Road users should try to operate within the boundaries set by the road system designers. This can include wearing seatbelts, using helmets and buying a safe car within their budget.
