Banners (over the highway) and decorations – apply now


You can use this service to notify us of your intention to put up banners or decorations over the highway. Applicants need to hold adequate public liability insurance. We would suggest a minimum of £5 million.

Before you start

Before submitting your application please ensure that you have taken note of the guidance provided below in order to submit a successful application.

Authorisation

Please ensure you have notified the local parish or town council about your proposal, and that disagreements are resolved before banners or decorations are put up.

If attaching banners or decorations to private property you should get permission in writing from the property owner.

Where equipment is to be attached or draw power from a streetlight you must get specific approval from the Street Lighting Team. Email lighting@devon.gov.uk with details of your proposal. There may be a charge for testing equipment if this is required.

Hanging baskets

We do not allow poles to be placed in the verge or for items to be placed on roundabouts or street furniture (for example, railings or bridges) belonging to Devon County Council.

If you are able to find a suitable location, you will need to get permission (in writing) from the owner and also check with your local district or town council that they have no objection. We are not able to suggest locations.

Safety

Equipment must be erected and dismantled safely. See the Traffic Signs Manual (Chapter 8) for information on working safely in the highway. We recommend employing a Chapter 8 accredited contractor to erect and dismantle.

Items must be securely fixed so as not to pose a danger to the public, and there must be a minimum clearance of 5.7 metres above the highway.

Banners must not be erected on a roundabout or at a junction. Further information can be found at sponsoring a roundabout.

Removal

Items must be removed within two days of an event ending.

Seasonal decorations to be removed each year as they can cause issues if left in situ, particularly if strung in trees, as these can cause problems if we need to carry out tree surgery.
