Housing development direction signs may be permitted on the public highway where there is a clear traffic management need. These signs help drivers who are already looking for a development to find it safely and efficiently. They are not advertising signs and must not be used for marketing.
Signs must be supplied and installed by a signage contractor and comply with current standards. Devon County Council, as the Highway Authority, manages these signs to protect road safety, minimise street clutter and ensure consistency across the network.
An application covers up to six signs. If more than six signs are required, details can be included on the application form; however, an additional application fee will be charged for each additional group of up to six signs (or part thereof).
Cost
Upon receipt of your application, a payment link will be sent. The application will not be processed until payment has been received.

Permission period
Permission is granted for up to 6 months.
However, the signs must be removed within three months of that point if either:
- 80% of the properties are sold; or
- the development is completed.
Whichever happens first applies.
Renewals
If the signs are still required after six months, a renewal may be submitted at a cost of £71.00.
Timescales
Allow at least 20 working days’ for us to process your application.
Who can apply
Developers can apply, but we recommend using a motoring organisation signage service or a specialist signage company.
Enforcement
If signs are installed without permission, or do meet the terms and conditions, Devon County Council may:
- Require you to remove the signs until permission has been granted, and/or
- Remove the sign(s) and recover costs (see highway licences fees and charges for details).
