Exploitation within the Care Sector awareness raising resource
The Modern Slavery & Organised Immigration Crime Unit (MSOICU) as the national unit within the National Police Chiefs Council (NPCC) provides training and best practice guidance to police forces nationwide on modern slavery and organised immigration crime investigations. The Unit has partnered with the Clewer Initiative an NGO who have a vast background in delivering effective awareness raising sessions and modern slavery training courses. Together they have drafted a new resource to raise awareness of exploitation within the care sector which is highlighted as a priority need due to growing concerns across the UK. The GLAA have cited residential care homes as 1 of the 3 high-priority sectors identified within their control strategy with reasons being the high incidence of reporting, investigation and identification of potential victims of forced and compulsory labour within the sector. The resource focus on raising awareness of modern slavery as a whole and specifically indicators to look for within the care sector setting such as poor working conditions, long hours, accommodation attached to working contracts and recruitment fees. The resource also highlights underpinning factors including supply and demand, an increasingly aging population and the ongoing impact of Brexit, that have further stretched resources.
The aim of the resource via an online PowerPoint delivery, breakout exercises (time allocated dependent) and the advertisement of workers’ rights leaflets in various languages, is to provide care sector staff (both care workers and management) the knowledge on what to look for by recognising the indicators and how to report, whether via an independent or the authorities.
The MSOICU have already sought and received input and consultation with the DHSC and CQC along with the SW Councils Stakeholder Group, they now welcome the opportunity to pilot this new resource within care homes within the Plymouth area over the next coming weeks to gain valuable insight and feedback to evaluate the resource, with a view to then rolling out nationwide. They would like to make clear that this exercise and ultimately the resource itself is to raise awareness to possible issues of exploitation within the care sector. They would not be attributing or apportioning blame in any way but instead to offer guidance on ways to support and protect staff going forward, by providing knowledge on how to spot and report crimes of this nature.
