Here is the Market Sustainability Plan, which has been submitted the Department of Health and Social Care (DHSC) following Devon County Council’s Cost of Care exercise.

Cost of Care Devon Engagement

Devon County Council published its Cost of Care reports which were submitted to the
Department of Health and Social Care (DHSC) (also known as ‘Annex B’ documents) for Care Homes and Home Care in February 2023.

The council were required to complete the reports using a prescribed template and may not reflect our
usual style and there are details included to meet DHSC requirements.

The reports are the outcome of engagement with providers who were asked to submit cost data
using nationally agreed toolkits. That engagement process is described in the documents. There was
a response rate of 36% for Home Care and 28% for Care Homes and there was some inconsistency of
the returns, this has been taken account in our analysis and which is explained in detail in the
reports.

Since completing this exercise the government has postponed some of the adult social care reforms
and are yet to publish guidance relating to this fund for 2023/24, once published the council will be
sure to engage with providers.

We thank all providers who worked with us on the Cost of Care exercise, the council remains
committed to having a shared understanding with providers on the cost of delivering care locally.
