Annual Fee Review Proposals 2026/27 – Summary
Care Homes
- Legacy Placements (Older Persons Personalised Fee Model & U65/Disability Homes)
The Council proposes an uplift of up to 3.56% across personalised fees, banded fees, and non‑banded rates.
This reflects:
- 4.1% National Living Wage increase, and
- forecast inflation averaging approximately 2.3% in 2026/27.
Note: Fees will not be automatically uplifted if the provider has not signed the 2025/26 Pre‑placement Agreement. Providers may contact the Council for case-by-case consideration.
- New Older Persons Fee Model Placements
A 3.8% uplift is proposed for all placements made under the new model since 10 November 2025.
- Proposed Weekly Rates for 2026/27 (New Fee Model)
NHS Funded Nursing Care (FNC) not included.

Additional notes:
- Top‑up payments: Uplift applies only to Council rates, not third‑party top‑ups.
- Targeted support: No general uplift applied due to their individual, time‑limited nature.
Community Based Services
For non‑residential support (domiciliary care, enabling, day opportunities, supported living, ECH, Shared Lives), the Council proposes an uplift of up to 3.56%, reflecting NLW and inflation pressures.
Out-of-Area Placements
These proposed fee increases do not apply to provision commissioned outside Devon.
Application Date
Subject to engagement and approval, uplifts would take effect from Monday 6 April 2026.
