Having carefully given due regard to the relevant Equality Impact Assessment and all feedback received, Devon County Council has made the decision to implement the new all ages Adult Social Care (ASC) care home contract and older persons care homes fee model, from 10th November 2025.

What you need to know
New ASC all age care home contract
This applies to all care home providers.
- To continue receiving referrals for new Council-funded placements (including hospital discharges), providers must sign and return the new contract.
- An email from the council’s procurement team will follow the publishing of the decision.
- If your organisation has not received an email with the new contract by Friday 17th October 2025, please email procurementpeople-mailbox@devon.gov.uk.
Older persons care home fee model
The older persons care home fee model consists of the 3 core elements:
- Service descriptors to define care needs and determine weekly rates.
- New weekly fee rates applicable from 10th November 2025 for all new placements and at the point of review for existing placements.
- Bespoke pricing mechanism for individuals with needs outside standard descriptors.
A trial of key performance indicators (KPIs) will begin in January 2026, with full implementation from April 2027, and these will apply to all care home placements and providers. We will provide further details in December 2025.
Upcoming Support Sessions
Over the next month the council will host a number of online sessions to support providers with the rollout and to answer any questions. These sessions will be published in the weekly PEN newsletter, along with an initial email setting out the programme of events.
