Provider engagement on the Care Home Contract – ASC (All Ages) and the proposed Older Persons’ Care Home Fee Model (65+)
Following the provider engagement period in February and March 2025, Devon County Council is continuing to seek provider engagement on two key initiatives:
- Care Home Contract – Adult Social Care (All Ages)
- Proposed Older Persons’ Care Home Fee Model (65+)

This engagement focuses on three core areas:
- The 2025/26 fee model for older persons’ residential and nursing placements
- The revised Service Descriptors, which define levels of eligible social care needs and guide personal budget allocation for the new fee
- The updated Service Specification, which sets out the core requirements and quality standards for care home providers supporting adults aged 18 and over, including strengthened provisions for people with disabilities
The engagement period will run between 4 August and 21 September 2025 closing at midnight.
Your input is valuable and will help shape the final documents and inform our decision-making process which will be communicated on the PEN website and via the PEN newsletter and direct email to care home providers.
