Devon and Torbay One Public Estate Partnership

Devon County Council serves as the Lead Body for the Devon and Torbay One Public Estate (OPE) Partnership. The One Public Estate Programme is designed and delivered by the Cabinet Office and Local Government Association in collaboration with local authorities.

One Public Estate facilitates and enables partnerships between central government, local government, and other public sector organisations. Projects funded via the programme are focused on unlocking land for housing, regenerating brownfield land, and co-locating public services. Through rationalisation of the public estate, local authorities can deliver services more efficiently and reduce running costs. The release of surplus buildings generates capital receipts and allows land to be released for economic regeneration projects.

The Devon and Torbay OPE Partnership has successfully bid in several rounds of One Public Estate funding, Land Release Fund, and Brownfield Land Release Fund. These projects have enabled the development of masterplans for economic regeneration projects across Devon, including Affordable Housing provision. Benefits delivered include reducing running costs, more effective delivery of public services, and land released for housing.
