1. Work supporting local economic development including FLOW – Gareth Bradford, The Crown Estate (TCE)

Gareth Bradford attended and provided an update on the Crown Estate and updated on their strategy including strategic priorities.

Discussion on Round 5 FLOW Programme and what we can do to de-risk offshore wind investment and drive social inclusion benefits.

Industrial Growth Plan was published today which sets out national view on skills and supply chains needed to support offshore wind. TCE seeking to work with local areas on how local plans and strategies can respond to the challenges and opportunities outlined in the IGP to maximise the benefits of offshore wind for local areas.

ACTION: Gareth Bradford, Phill Adams and Mel Sealey to have a discussion around Devolution and the work planned over the next 12-18 months. 

Suggestion to have a separate meeting to look at housing projects TCE are currently working on and the approach etc. ACTION: Keir Duffin to support organising this follow up meeting.

Gareth Bradford offered to please get in touch should anyone wish to develop conversations.

2. Devolution / LEP Update – Phill Adams / Mel Sealey

Devolution Consultation closed on 24th March 2024 in which around 30 events were held across the county. Constructive feedback was received and this has been fed back to DLUHC.

Consultation response document going to Devon Cabinet Meeting on 22nd April 2024. If this is approved through the relevant channels, it will get submitted to government for consideration. 

Capital Programme proposals are currently being worked on.

3. DLUHC Update – Josie Gough (Not present)

ACTION: Antonio Tucker to provide a written update following the meeting.

4. Benchmarking – Minehead Somerset / Devon Urban Renewal – Keir Duffin

Working on benchmarking approach, looking to bring together 6 month review of what has been achieved in 9 towns under urban renewal.

Dashboard is currently being developed for each town and looking to align this to Minehead who are looking to benchmark against other authority areas.

Should be in a position to provide a fuller presentation at the next meeting.
