Devon County Council’s Legal Services team plays a vital role in safeguarding children and supporting families through complex legal processes. One key process in childcare law is the Public Law Outline (PLO), which sets out steps before formal care proceedings begin. This process gives parents and carers the opportunity to make changes with support from the Council before a court becomes involved. Families receive a pre-proceedings letter outlining concerns and are encouraged to seek free legal advice. If improvements cannot be made, the Council may apply to the court to ensure the child’s safety and wellbeing.

The childcare legal team works closely with social workers and other professionals to provide practical advice, prepare documentation, and represent the Council in court. Their role is essential in balancing the rights of parents with the need to protect vulnerable children, ensuring all actions comply with statutory requirements and are in the best interests of the child.
