Extension of Parking Restrictions – Topsham Phase 2

1.From 2020 onwards, how many different residents of Topsham have made comments to Devon County Council (DCC) requesting that the town’s current parking restrictions be extended?

Since 2020 (inclusive) DCC has received 1 request for residents parking, and 7 related parking complaints, within the streets advertised within the Phase 2 area.

In the interests of providing advice and assistance we are also aware that Councillor Leadbetter has received 10 emails, 5 phone calls and has been stopped by approximately 10 people in the street, who have requested that the restrictions be extended.

1a. What are the street names of where these residents live?

We consider this information is exempt under Section 40(2) of the Freedom of Information Act (Personal Data).  

Devon County Council are not obliged to provide information that is the personal information of another person if releasing it would contravene any of the provisions in the Data Protection Act 2018.  

In this instance we believe that the release of this information would contravene the first data protection principle and therefore Section 40(2) is applied.

2. Please provide all information from the last 5 years held by Devon County Council that shows the streets and roads covered by the planned Phase 2 parking restrictions are being used for commuter parking?

Devon County Council do not hold this information.

In the interests of providing advice and assistance, comments and feedback from residents have been recorded in this report from January 2019 and this one from April 2022. 3. Please provide all information from the last 5 years held by Devon County Council that shows commuter parking (i.e. parking by non-residents of Topsham) is a problem that concerns residents in the network of streets and roads covered by the planned Phase 2 parking restrictions?
