CCTV maintenance and support

The information I require is to do with the organisation’s CCTV maintenance and support contract:

1. Supplier of the contract for CCTV maintenance and support 

Fullstop hold the central contract for County Hall, Great Moor House, Phoenix Lane and Ivybank. Other CCTV systems are in place in some Devon County Council owned properties and have local arrangements

Also Synectics Security Ltd

2. How much the Organisation spend annually with the supplier? (if multiple suppliers please list the annual spend for each)

We do not hold this individual information.  With Synectics, it is £600,000 for the five year contract. The contract with Fullstop covers CCTV, access control and Car park management, therefore we do not hold the information specifically regarding CCTV.

3. What is the expiry date of this contract?

Fullstop –  10th January 2023 There is an option to extend the contract for up to a further 3 x 24 month.

Synectics – 30th April 2025 – option to extend 5 x 12 months

4. What is the duration of the contract? 

Fullstop – Initial term 4 years, there is an option to extend the contract for up to a further 3 x 24 month

Synectics – initial contract period 5 years with the option to extend 5 x 12 months (total of 10 years)

5. What is the review date of this contract? If possible the likely outcome of this review 

Fullstop – On or before 11/07/2022 .

Synectics – Mid 2024.

We do not any hold information regarding the outcome of these reviews

6. The primary brand of the CCTV equipment. I don’t require the model just the brand. If there is various brands could you please list?

Fullstop – Hikvision

Synectics – Video management system (VMS) – Synectics (Synergy 3)
Cameras – 360 vision (Invictus)

7. What is the total number of cameras in use/under this contract?

Fullstop – 80 currently

Synectics – 40 currently

8. The description of the services provided under this contract. Please state if this contract includes more than just CCTV services.

The contract with Fullstop covers CCTV, access control and Car park management

Synectics – The work required is summarised as follows:
• supply a digital video management systems (VMS) with full recording capability on a server with an appropriate storage capability;
• supply four operator VMS workstations at a remote location to the server above;
• supply interfaces between the VMS workstations and two wall-display systems (supply of wall displays not included in this contract);
• supply digital transmission interfaces at remote locations to provide local connectivity over dark fibre or private wire links (main digital connections between in-station and remote locations provided by others as part of a wide-area network);
• maintenance, including call-outs, of complete CCTV system, including all supplied above and CCTV cameras, private links and standalone system at Stover Country Park (but not including Wide-area Network supplied under contract by others and managed by Devon ICT) for up to 10 years

Fullstop – DCC Corporate Estate – Day to day operation sits with out FM Provider (Devon Norse). Contract Management issues are overseen by Liam Jennings (liam.jennings@devon.gov.uk) with any issues needing escalating to Tim Pratt (tim.pratt@devon.gov.uk) who fulfils the Customer Liaison role for Corporate and Non Corporate sites.

1. What is the brand of CCTV cameras in use? if there is variety could you please send me a list? I do not need the serial number or model just the brand.
2. How much is the average annual spend on the in-house maintenance?
3. How many cameras are in use?
4. Is there a plan to review this at any point, if so what would the date be?
5. Who is in charge of overseeing the in-house maintenance?

If there is no maintenance contract or in-house maintenance in place, is there a ad-hoc agreement?

In response to the further questions above, there are local arrangements in place, for example on schools, but Devon County Council does not hold this information.
