Healthy Child Programme

1. What is the current 0-19 Healthy Child Programme contract duration (start date and end date)?

The provision of the 0-19 Healthy Child Programme is within Devon County Council (DCC). As the service is delivered “in-house” there is no contract.

2. What is the current 0-19 Healthy Child Programme total contract value?

As explained in response to question 1, there is no current “contract”. Budget information about Devon County Council can be found on this  Budgets and expenditure page of the Devon County Council website.

3. Please provide a list of the suppliers delivering the current programme.

Devon County Council’s Public Health Nursing Service is the sole provider of Public Health Nursing services in Devon.

4. Has a decision been made as to whether the current contract for the 0-19 Healthy Child Programme is being extended or renewed?

Not applicable due to the service being delivered in house.

5. Is there an extension clause in place for the 0-19 Healthy Child Programme? If so, what is the duration of the extension and when would the first extension take effect if the clause was applied?

Not applicable due to the service being delivered in house.

6. Please provide a copy of the full Invitation to Tender (ITT) published when the 0-19 Healthy Child Programme contract was last advertised.

The 0-19 Healthy Child Programme was last tendered over ten years ago, as part of a wider integrated Children Services (ICS) contract. This was not led by Devon County Council and DCC does not hold any of the documentation.

7. Is any provision within the 0-19 Healthy Child Programme delivered online/digitally/virtually? If so, please provide details as to the nature of the provision/product on offer for families.

Most of the service offer is face-to-face, however the service does offer choice to young people and families. Some support can be provided via telephone calls or digital videoing via Microsoft Teams.  We also currently offer universal families telephone calls for their 6-8 week review.

The service has a digital offer that includes access to three Public Health Nursing (PHN) websites, which are:

Health for under 5s | Devon,
Health for Kids | Devon,
Health for Teens | Devon

The digital offer also includes:

  1. Chat Health which is a confidential text messaging service for parents, carers, families, and young people that enables them to contact their local public health nursing team for confidential advice and support.
  2. The health visiting service also offer two digital online Teams sessions that are bookable via the ‘Health for under 5’s’ website for Antenatal Infant Feeding and Introducing Solid Foods.
  3. There are also three online courses that the service refers young people and families to. These are:Living Life to The Full
    We Eat Elephants
    Solihull online parenting programme.

8. Please provide a list of the suppliers who applied and who were successful and not successful when the Healthy Child Programme contract was last commissioned.
