A399 and Rosea Bridge Lane redevelopment

Can you please forward some information regarding the highways redevelopment of the junction between the A399 and Rosea Bridge Lane, Combe Martin, Devon in order to make the vehicular access safer for those residents who reside along Rosea Bridge Lane.

I need to you to confirm the date the improvements were made to the junction please.

I require:

* The date improvements were made to the junction.
* Why the improvements of the junction were required.
* Communication between Devon County Council, Combe Martin Parish Council and Highways regarding improvement of the junction.
* The type of improvements – White Lines, widening and parking bay reductions.
* Accident history at the A399 and Rosea Bridge Lane, Combe Martin, Devon, junction.
* Accident history on Rosea Bridge Lane, EX34 0DP.
* What percentage increase have the improvement works made in terms of safety at the A399 junction with Rosea Bridge Lane.

Around 2002 Rosea Bridge Lane was reopened after the resurfacing of the lane up to the A399 junction. This was through the Sure Start project in Combe Martin.

I would also like to request any details and history you hold regarding:

* The planning application details for the resurfacing works.
* Dates and communications between all parties.
* Percentage increase regarding safety and access the improvements have made on Rosea Bridge Lane compared to the original unmade surface.
* Any history you hold relating to the A399 and Rosea Bridge Lane junction and Rosea Bridge Lane including safety risks for the junction.

In response to all of the above questions, we can confirm as follows:

The County Council has been unable to identify any records held regarding “highway redevelopment” or improvement of the junction between Rosea Bridge Lane and the A399, nor the resurfacing of Rosea Bridge Lane.
The resurfacing was understood to have been part of a safer travel scheme to improve walking facilities for school children.

The County Council’s Land Charges Records identify parcels of land dedicated at the junction in 1966 and 1970. But there is no record held of the improvement related to these dedications.
