Congratulations to Puffins at Westcliff, Dawlish on a ‘strong standard’ – Ofsted outcome

We are delighted to congratulate Puffins at Westcliff in Dawlish on their recent Ofsted inspection – where the setting was recognised as delivering a ‘strong standard’ across all areas.

The inspection praised the nursery’s “calm, nurturing learning space” and highlighted how staff provide “learning experiences that engage, motivate, and promote positive attitudes towards learning.”

This positive outcome also reflects the impact of the Council’s proactive approach to securing and supporting high‑quality early years provision for families across Devon.

Following the closure of a pre‑school previously operating on the Westcliff site, Devon County Council’s Early Years and Childcare Service took swift action to safeguard early years places in the area. In line with the Council’s statutory childcare sufficiency duties — ensuring that families can access sustainable, high‑quality early years provision — a formal tender process was launched to identify a provider capable of revitalising the setting and meeting local need.

Puffins of Exeter were successful in that competitive process and took over the Westcliff building in March 2025. Over the past year, they have worked in partnership with the Council to re‑establish early years provision in Dawlish and to create a nurturing, high‑quality environment for children and families.
