The different levels of early years support
There are different levels of support for children and their families during their early years, which vary depending on your child’s needs.
There is:
- universal support which is for all children, regardless of whether they have additional needs
- targeted support which is for children who have needs that are additional to and different from other children of the same age
- specialist support which is for children with long-term, complex needs

Support for early years (ages 0 – 5)
Information about the provision that is available, advice on choosing the right childcare and how we can help if you’re struggling to find it.
Universal support is the support available to all children through midwives, health visitors, GPs and early years settings.
If universal support is not enough to help your child make good progress, then more targeted support may be needed.
If your child has significant or complex delays to their development, they may need more specialist services and support.
