Officer Decisions

Chief Officer for Highways, Infrastructure Development and Waste - Meg Booth

Summary of Matter or Issue Requiring Decision:

To advertise and consult on proposals for Traffic Regulation Orders for the extension of No Waiting At Any Time on specified lengths of Exhibition Way (Spur Adjacent To Aldi) to coincide with the relocated access to the Aldi Car Park.

Decision Taken:

To carry out the statutory consultation for the traffic regulation orders.

Summary of Reason(s) for Decision Taken:

Due to the timing of the elections and the increased consultation periods due to the pandemic, there is insufficient time to wait for the next HATOC to meet and appoint a chair. There is a desire to implement the permanent restrictions as soon as possible around the opening of the new Aldi store at the end of June 2021. Therefore, any significant objections would need to be resolved at the July Meeting of the Exeter HATOC. The Local County Councillor in post after the election has been made aware of the scheme and there were no concerns or objections raised.

Summary of Alternatives or Options considered and rejected:

Delay advertising the proposals, until after the July HATOC meeting, any significant objections would then need to be resolved at the October HATOC meeting, delaying the scheme and not able to implement the restrictions to match the new car park access until long after it has opened.

Details of any conflict of interest and dispensation granted to the Officer taking the decision or by any Member of the Council in delegating responsibility for any specific express delegation:

None that I am aware of.
