Summary of Matter or Issue Requiring Decision:

A report went to Cabinet on 13th April 2016 seeking approval to implement a shared savings scheme whereby if a District Council makes a significant service change to their collection service which delivers savings for the County Council through reduced treatment or disposal costs then these savings will be shared with the District Council.

 

Decision Taken:

Cabinet resolved that

‘that approval, in principle, be given to supporting the development of a shared savings mechanism whereby a District Council (a Waste Collection Authority), working in collaboration with the County Council (the Waste Disposal Authority) to deliver a significant waste collection service change which leads to a reduction in overall costs for the County Council, shall benefit from any net savings generated;

(b) that a formal Agreement setting out the obligations of both parties be prepared and the County Solicitor be authorised to execute all necessary documents required to give effect to any such agreement;

(c) that the Head of Highways, Capital Development and Waste be authorised to agree the details of both the sharing of savings mechanism and terms of agreement, in consultation with the Cabinet Member for Community & Environmental Services, the County Treasurer and the County Solicitor.

A Shared Savings Scheme Agreement has now been drafted by the County Solicitor & County Waste Manager and agreed with representatives of the District Council waste service managers, along with support from the County Treasurer on the detail of the savings mechanism . Consultation  has been carried out with the Cabinet Member for Community & Environmental Services, the County Solicitor and the County Treasurer on the details of the scheme such that the Head of Highways, Capital Development and Waste can now agree the details.
