Summary of Matter or Issue Requiring Decision:

Decision to award the Authority’s contract for the collection and processing of food waste collected by the District Councils of North Devon & Torridge (CP1693-19).

Decision Taken:

To award a contract to the below organisation for the provision of the above service.

Willand Biogas LLP,
Cleave Farm, Templeton, Tiverton, Devon, EX16 8BP.
Company Registration Number and legal form: OC400775- Limited liability Partnership

The service will commence on 14th October 2019 and expires on 31st March 2027 with option to extend the contract by periods totaling a maximum of 4 further years.

Summary of Reason(s) for Decision Taken:

An Open Procedure tendering exercise has been undertaken in accordance with the Public Contracts Regulations 2015.

The Authority received two valid tenders in response to its invitation to tender for the processing of food waste collected by the District Councils of North Devon & Torridge.

Both tender submissions were evaluated in accordance with the procedures set out in the invitation to tender which identified Willand Biogas LLP as the preferred bidder.
Recommendation to award the contract to Willand Biogas LLP was approved by the Chief Officer for Highways, Infrastructure Development & and waste on 1st August 2019.
