In relation to Q2 and Q3, we believe the information you have requested is exempt under Section 43(2) of the Freedom of Information Act 2000 – Commercial Interests.
Devon County Council considers that the release of this information would prejudice the commercial interests of the council, If the independent market is aware of the running costs, they will seek parity. This will adversely affect DCC in providing care through its market management function, and ultimately negatively impact in its provision of care to members of the public.
We acknowledge there is a general public interest in openness and transparency. However, there is a strong public interest in ensuring we achieve value for money for the people of Devon. Therefore, for this reason we believe that the balance of public interest lies in withholding this information.
