Parking Charge Notices issued on North Street, Clarence Road and Windsor Square

How many Parking Charge Notices (PCNs) have been issued to vehicles parked on the footway on the corners of North Street / Windsor Square and North Street / Clarence Road in Exmouth (specifically the areas which belong to the Police Station and which have now been cordoned off by wooden posts) since Devon County Council took over parking enforcement?

Devon County Council does not hold this information.

There is no contravention code which can be used outside London by local councils specifically for pavement parking offences.   The specified area is shown on land charges maps as private land.  Therefore, Civil Enforcement Officers (CEO’s) should not enforce the area.

CEOs are only able to issue a Code 01 ‘Parked on a Restricted Street’ PCN to a vehicle if it is parked straddling a yellow line restriction, or, if a vehicle is parked fully on a footpath next to a yellow line restriction.

In the interests of providing advice and assistance, DCC can confirm that the following numbers detail the number of Code 01 ‘Parked on a Restricted Street’ PCNs on the named roads.  However, vehicles may have been parked on any part of the road marked with yellow lines, not just the junctions.

Since 2014:

Clarence Place – 192

North Street – 122

Windsor Square – 338

CEOs do not record the exact location at the time a PCN is issued, and any photographs taken are deleted periodically after a case has been closed or cancelled.  Devon County Council can only cross check photographs taken relating to cases dated 2018 or later.
