1. A copy of the full safeguarding risk assessment or risk assessments carried out prior to the Out There Exeter Queer Fest event, specifically the “Young Person’s Day” held at Exeter Library 19th October 2025.
Devon County Council does not hold a copy of a safeguarding risk assessment, but a copy of a risk assessment for the event is included within the response to question 4 of this request.
2. Details of any involvement by Devon & Cornwall Police in relation to this event prior to its occurrence, including:
* Any pre-event consultations, advice, or assessments provided by the police.
* Any correspondence, emails, or notes recording police input on safeguarding, security, or risks e.g., related to potential threats or event content.
* Confirmation of whether police were formally involved in approving or reviewing the event’s safeguarding arrangements.
Devon County Council does not hold this information because this event was planned and conducted by Libraries Unlimited.
3. Copies of any internal correspondence, reports, or minutes including from the library manager, Libraries Unlimited, or council officers referencing the pre-event safeguarding assurances given to members of the public e.g., assurances about parental accompaniment, restricted access, or content appropriateness.
