Please provide, for each current contract under which this authority funds the operation of local bus services, the following:
1. The name of the operator / contracting entity.
2. The contract commencement date and length of contract.
Details of any extension options, including:
a. whether the contract contains an extension provision;
b. the length of each possible extension; and
c. the latest possible expiry date if all extensions were exercised.
3. The total amount of funding paid by this authority under each contract in the 2024/25 and 2025/26 financial years, or, if that is not available, the most recent 12-month period held in recorded form.
In response to questions 1 and 3, please refer to this spreadsheet.
4. Whether the operator is entitled to retain farebox revenue under the contract and, if so:
a. whether all or part of fare revenue is retained by the operator;
b. if part is retained what proportion;
All contracts except EX/G are let on a Net Subsidy basis and the operator retains all revenue. These are identified on the spreadsheet by “net”. EX/G is let on a Gross basis and revenue is credited to Devon County Council.
5. For each supported fixed-route service operated under the contract:
a. route/service number or identifier;
The spreadsheet includes the service/s which the funding applies to. Full details of all services in the County can be found on the interactive bus map Devon Public Transport Map.
b. passenger numbers for the most recent full financial year or other full 12-month period if available;
Where passenger data is available it is shown on the spreadsheet. Devon County Council does not routinely collect data for individual journeys, or parts of services.
c. subsidy per passenger for the same period if available;
Where this information is held, it is shown on the spreadsheet.
How was the contract procured? For example on a direct award, DPS, open tender of other framework
The spreasheet shows those services which are procured via a tender process on the Devon Procurement Portal and those which are secured via the De Minimus provision as direct, or negotiated awards. Bus tender results are published on the Devon County Council website’s Bus Tender Results webpage.
