Scope: I am primarily seeking information relating to assessment of the wider network impacts of the Old Torrington Road bus gate and its camera enforcement.
Please provide:
1. Any reports, briefing notes, assessments, or datasets relating to:
• traffic displacement,
• congestion,
• traffic flow,
• or journey time impacts associated with the Old Torrington Road bus gate and surrounding road network.
This information is publicly available and can be found on this Devon County Council (DCC) webpage.
2. Any internal correspondence or briefing notes between:
• Traffic Management officers,
• members of the North Devon Highways and Traffic Orders Committee,
• and/or Councillor Caroline Leaver and Ed Tyldesley, or (head of HATOC if this has changed), which discuss:
• resident concerns,
• congestion,
• traffic displacement,
• journey times,
• or wider network impacts following camera enforcement of the bus gate.

Some of the information has been redacted and this is because this information is exempt from disclosure under Section 40(2) of the Freedom of Information Act 2000 (Personal Data).
Devon County Council can confirm the requested information is held; however, the Council cannot disclose personal information if releasing it would contravene any of the provisions in the UK General Data Protection Regulation. In this instance release of this information would contravene the first data protection principle and therefore the information is withheld.
