Devon County Council believes compliance with this request would exceed the appropriate costs limit under section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. This is because Devon County Council’s complaints database is not able to capture complaint classifications such as Japanese Knotweed. To determine accurately how many such complaints had been received would mean carrying out a manual search through complaints for Highways over the last 5 years. This would involve searching through over 1600 complaints. Allowing 5 minutes to check per complaint would mean that this would take approximately 133 hours to complete.
