Forced Marriage and FGM

1. Does your organisation’s Case Management and Recording system facilitate tagging case files where,

a) forced marriage has been identified           

Prior to May 2021 any concerns relating to forced marriage would be recorded in free text fields. Since May 2021 however concerns relating to forced marriage are recorded separately.

b) FGM has been identified

Yes. We have an alert we add to a child’s record to state that they are at risk of FGM.  For adult services, FGM is captured through the safeguarding form.

2. the number of initial assessments carried out for children because they were identified as at risk of or experienced forced marriage between 01.04.18 – 31.03.19, 01.04.19 – 31.03.20, & 01.04.20 – 31.03.21.

During the time periods mentioned any concerns relating to children and forced marriage would have been recorded in free text fields on the Devon County Council system, we would therefore need to manually review each case in order to respond to this question.

As there are thousands of assessments each year, and we estimate that it would take at least two minutes to check each file, compliance with this request would exceed the appropriate costs limit under section 12 of the Freedom of information Act 2000. This is currently £450 or 18 hours of officer time.

3. the number of initial assessments carried out for vulnerable adults because they were identified as at risk of or experienced forced marriage between 01.04.18 – 31.03.19, 01.04.19 – 31.03.20, & 01.04.20 – 31.03.21.

During the time periods mentioned our initial assessments did not provide detail of if they are forced marriage, as this is only part of the adult safeguarding referral.

As there are thousands of assessments each year, and we estimate that it would take at least two minutes to check each file, compliance with this request would exceed the appropriate costs limit under section 12 of the Freedom of information Act 2000. This is currently £450 or 18 hours of officer time.

4. how many MARAC referrals have been received for victims at risk of/experienced forced marriage between 01.04.18 – 31.03.19, 01.04.19 – 31.03.20, & 01.04.20 – 31.03.21?

Devon County Council is not responsible for MARAC referrals and so this information is not held by Devon County Council. Please contact Devon and Cornwall Police for this information.
