Why Devon County gave government funding to the 73 children when the Nursery was graded inadequate by Ofsted in 2019 and remains inadequate to date?

The DfE statutory guidance states a Local Authority should only fund places for two, three and four-year old children at any provider judged ‘good’ or ‘outstanding’ by Ofsted. However, if we do not have enough provision in an area then, in a very small number of cases, once all Ofsted actions have been met to a satisfactory standard, we can re-instate the funding before Ofsted have re visited; for an inadequate judgement Ofsted re inspect within 6 months.

When a provider receives an ‘inadequate’ judgement and remains open, the Statutory guidance allows us to continue to fund children who are already attending that provision. This ensures consistency for children attending the provision. As part of this parents/carers are individually contacted and asked if they would like their child to continue attending the provision or to remove their child (at which point support is offered for the parent/carer to find an alternative provision). Early Years Funding Entitlement is however suspended to that provider for any ‘new’ children coming into the provision.

Can I also ask if Devon County council gave any funds for the original build of Happy days nursery Teignmouth?

The building was funded by Neighbourhood Nursery and Sure Start Capital funding and is leased to Happy Days Nursery by Teignbridge District Council.
