Electively Home Educated Children – numbers, exploitation and proceedings – 2018-2020

Please supply me with:

1. Numbers of electively home educated (EHE) children who are known to be subject to radicalisation within your authority during the period 2018 – 2020.

Devon County Council’s systems do not record whether or not children are ‘subject to’ radicalisation, only if they are ‘at risk of’ radicalisation. In order to answer the question we would need to review each record individually and as there were nearly two thousand EHE children in 2018 – 19 alone, and to review each record would take at least five minutes, we estimate that compliance with this request would exceed the appropriate costs limit under section 12 of the Freedom of Information Act 2000 which is 18 hours of officer time.

2. Numbers of all EHE children known to have been subject to sexual exploitation in the period 2018-2020.

There is no field in DCC’s system for justice orders, and to comply with this request we would need to review each record individually. As there were nearly two thousand EHE children in 2018 – 19 alone, and to review each record would take at least five minutes, we estimate that compliance with this request would exceed the appropriate costs limit under section 12 of the Freedom of Information Act 2000 which is 18 hours of officer time.

4. Numbers of all EHE Children subject to a child protection plan during the period 2018-2020.

73 EHE children have been subject to a plan at some point during the time period specified.

5. Numbers of all EHE children subject to a serious case review in the period 2018-2020.

No EHE children were subject to a serious case review in the period 2018 – 2020.

Numbers of all children receiving LA Provision whether it be Alternative provision or educated other than at school (EOTAS) that are known to have been radicalized, sexually exploited, subject to the criminal justice system, subject to a child protection plan or subject to a serious case review during the period 2018 – 2020.

90 children were subject to a child protection plan during the period  2018 – 2020. Regarding children subject to a serious case review, Devon County Council are not obliged to provide information that is the personal information of another person if releasing would contravene any of the provisions in the Data Protection Act 2018.

  • Distinct children – ie: the count is of unique children; and, for example, not multiple episodes of EHE.
  • The Start and End Date of the CP Plan has not been taken into consideration ie: if ever had a CP Plan in the period the child has been counted.
