We do not pre-fund, we plan places through the High Needs Place Planning change process led by the DfE – in academic year 2023/24 we planned 337 places in total with Petroc

We can confirm the service specification for Special Educational Needs and Disabilities (SEND). We do not have a specific contract for further education/colleges. See Section 6.3, Page 9 for reference to further education settings. This is the the only reference to “Further Education” in the whole specification.

We do not hold this information

21. On average (a rough estimate is acceptable), how frequently will occupational therapists visit further education colleges within the local authority to provide occupational therapy?

We do not collate this data. We would have to go through approximately. 600 Educational Health and Care Plans (EHCPs) (number of learners with EHCPs accessing Petroc and Exeter Colleges) to look through and try to find if specified. At 10 mins per EHCP that would take approx. 100 hours.  This is therefore in excess of the appropriate time limit of 18 hours and disclosure of this information is exempt pursuant to section 12 of the Freedom of Information Act 2000.

22. If occupational therapy to be delivered by an independent occupational therapist has to be procured by the local authority, what is the hourly rate that the authority will offer (please provide it in monetary terms)? Would travel costs be additional? If so, how would they be calculated?

This is variable as spot purchasing – average rate is £85 per hour. Travel costs are additional and would be paid at the Local Authority rate of 0.45p p/mile

Social Services
25. Please provide a copy of the service-level agreement between the local authority and any adult social care services in relation to the level of provision of one-to-one adult care support, provided within local supported living accommodations within the authority.

This can be seen at SLA. 

Informaiton has been redacted from this copy agreement. This information is exempt from disclosure under Section 40(2) of the Freedom of Information Act 2000 (Personal Data).  The Council cannot disclose personal information if releasing it would contravene any of the provisions in the Data Protection Act 2018. In this instance release of this information would contravene the first data protection principle and therefore the information is withheld.

26. What is the cost to the local authority of maintaining this service-level agreement? Are one-to-one adult care services under these contracts?

We commission individual packages of care with providers using service level agreements that are sent out alongside the individual’s care plan as part of a call off under the contract the provider holds for the service area put in place by our procurement team.
Each SLA represents a package of care that maybe for 1:1 support, shared support in Supported Living settings or a day or half day at a day service.
Support for an individual will frequently involve more than one SLA and will be costed at the providers contractual hourly rate and the number of hours of support we are purchasing.

There is no set cost for level of support within SLA’s as they are developed to provide each individual with a level of care to meet their eligible care needs.

27. On average (a rough estimate is acceptable), how frequently will one-to-one support be offered to young people living within local supported living?

We offer 1:1 support for individuals as well as shared core hour support to ensure their eligible care needs are met.

28. If one-to-one support is to be delivered by independent staff or a separate contractor must be procured by the local authority, what is the hourly rate that the authority will offer (please provide it in monetary terms)? Would travel costs be additional? If so, how would they be calculated?

When we commission support for 1:1 hour we expect it to be delivered by independent staff and not always by the same provider of the core shred hours.
We use spot contracting and there are currently no fixed rates used in these contracts.
Travel for the staff member to get to the place of work would be included in the provider’s hourly rate. If an individual is going somewhere accompanied by the support worker this maybe additional travel costs required and if so, they are usually commissioned through the transport contract issued centrally by the Transport Team.

29. What is the cost to the local authority of a supported living placement for the full year, to begin in September 2024?

Given we work on with spot contracts there is no one cost for a supported living placement. It would depend on the level of support being purchased and the individual provider’s contractual rate.

30. Please outline the cost of a taxi taking a student from EX11 1NT to Petroc College North Devon Campus (EX31 2BQ) from September 2024, 5 days a week, for 38-weeks?

£204.35 per day or £38,826.50 per year if traveling alone.

31. Please outline the cost of a taxi taking a student from EX11 1NT to Petroc College Tiverton Campus (EX16 6SH) from September 2024, 5 days a week, for 38-weeks?

£128.26 per day or £24,369.40 per year if traveling alone.

32. How much would each of the above cost with a chaperone included? Petroc North Devon: £332.17 per day or £63,112.30 per year. Petroc Tiverton:

£208.74 per day or £39,660.60 per year.

For clarification, we should also confirm that there is no statutory duty for the Authority to provide transport for pupils of Post 16 age. It is the responsibility of parents/young person to look at all other options before approaching the LA. Should an approach be made to the LA, a transport needs assessment will need to take place and, should that assessment result in transport being provided by the LA, a parental contribution of £750.00 per year (for academic year 24/25) would need to be made before any transport arrangements are put in place.
