Please provide copies of any records held by Devon County Council / Devon Highways relating to flooding, drainage investigations and maintenance associated with Ringswell Avenue, Exeter.
Specifically:
1. Any records, reports, file notes, inspection records, meeting notes, investigation documents, or correspondence relating to flooding events affecting Ringswell Avenue, including those occurring on:
● 2 September 2022
● 9 May 2023
● 17 September 2023
● 9 September 2025
2. All correspondence, emails, letters, file notes, meeting notes, attachments, and any other communications between Devon Highways (including the Neighbourhood Highway Officer (NHO)) and Southwest Water relating to flooding, drainage investigations, CCTV surveys,
root ingress, root clearance, maintenance, drainage assets or remedial works associated with Ringswell Avenue and the drainage asset running behind properties 90-98 Honiton Road.
In particular, please provide all communications between the Neighbourhood Highway Officer and Southwest Water between 1 July 2025 and 31 December 2025 relating to:
a. the request by Devon Highways for Southwest Water to investigate the drainage asset serving Ringswell Avenue.
b. any CCTV surveys undertaken.
c. any root ingress identified.
d. any root clearance works undertaken.
e. any reports, findings, recommendations, or confirmations subsequently provided by Southwest Water.
3. Maintenance, inspection, cleansing, blockage, repair, and attendance records for the highway gullies serving Ringswell Avenue, including the three gullies nearest the Ringswell Avenue entrance to 98 Honiton Road.
4. Any records, reports, plans, meeting notes, correspondence, or outcomes relating to the proposed ‘Walk, Talk and Build’ process referred to during the site meeting of 17 June 2026.
5. Any records held by Devon Highways identifying drainage responsibilities, drainage layouts, drainage asset ownership, drainage investigations or flood risk relating to Ringswell Avenue and the drainage asset running behind properties 90-98 Honiton Road.
